PUBLIC INVITATION – SUPPORT FOR CHILDREN AND YOUTH WITH DISABILITIES

Council of the City Municipality of Palilula, in accordance with its Decision № 16-2/11-03 from 14th February 2011, made a PUBLIC INVITATION for providing services in the area of social within the project “Development of social services for children with disabilities and their families”. Purpose of the Public Invitation is improvement of the system of social protection in the City Municipality of Palilula in area of protection of children with disabilities by providing services: assistance and home care for children and youth with disabilities. Target group is children and youth with disabilities.
Subject of Public Invitation is the choice of service providers for children and youth with disabilities whose establishment improves quality of life of the children and youth with disabilities through non – institutional form of children protection. Elected service provider will be partner to the local self – government and will participate in the design and implementation of the activities of the project whit which City Municipality compete in the contest “ Social inclusion of IPA 2008” within the project “Development of the services of social protection for children with disabilities and their families” financed by European Union, and implemented by technical support of UNICEF.
To the Public Invitation can apply: institutions of social protection, associations, organizations or institutions, budget beneficiaries, fully of partially, with experience in work with children with disabilities. With the application to Public Invitation must be submitted following documents: ruling on registration or other document proving the legal basis of existence; proof of registration in PADOR system; short description of organization with information about experience in work with children and youth with disabilities and realization of projects aimed at children and youth with disabilities; proposal of project of providing services (activities, budget, number of users of service and criteria for calculating rates of service); evidence of available resources (financial and personal).
Selection process of the providers of services conducts by the Commission of the City Municipality, in accordance with following criteria: compliance of proposal of the project with Strategy of Development of City of Nis for a period of 2009 to 2020 year in area of social protection; available capacity for managing of the project (financial and personal); experience in work with children and youth with disabilities and in the realization of the project intended to the children and to the youth with disabilities; sustainability of project activities; compliance with the objectives of the project; partnership. Incomplete and late applications will not be considered. Decision on the choice of the provider of the service make Council of the City Municipality on the proposal of the Commission for choice of the provider of service. For provider of the service will be selected organization whose bid will be optimal. With optimal bidder for providing listed service, City Municipality of Palilula will conclude contract, if will be approved to the City Municipality of Palilula funds on competition “Social Inclusion IPA 2008” from budget line 08CEP01/10/31.
